Different issuers certify overlapping things under different names. The catalog models what a card actually covers, so a requirement can be satisfied by any credential that genuinely meets it — without an administrator re-keying a mapping every season.
An expiry alert is useful; a schedule that refuses to place an unqualified guard is better. The two are the same data, so nobody has to notice the alert for the guardrail to work.
